Mobile SIM Registration
Village-level verification and registration of mobile connections, so residents can register a SIM without travelling to a city service centre.
Every mobile connection in Sri Lanka must be registered against a verified identity. For residents in the outlying divisions this has historically meant a trip to Kurunegala. The Secretariat runs periodic clinics that bring the verification step into the village.
How the programme works
Identity verification
The Grama Niladhari officer confirms the applicant's identity and residence against the division register and endorses the application form.
Documentation
Applicants bring their National Identity Card, or a valid passport or driving licence, together with proof of address if the NIC address is out of date.
Operator registration
Representatives of the mobile operators attend the scheduled clinics and complete registration on the spot once verification is endorsed.
Records
The division retains a record of endorsements so that duplicate or fraudulent registrations can be traced.
Monthly returns are not published openly
Each of the 45 Grama Niladhari divisions files a monthly return recording the division, the month, and whether any death occurred that would require a connection to be de-registered.
Because those returns concern named villages, they are visible only to subject officers and the Secretariat.
